The entire building is one giant labyrinth with the floors laid out in a way as to make the structure into a fortress. In the end, though, it did not help Dagan escape justice in the least. Control was passed on to [[Marlena Kress]]. It became the central location in the novel <i>[[Slugs and Bugs: Invasion]]</i>.
